WHICH PROGRAM?

Which program applies to me?

Not sure? Bring your insurance card to the free consultation.

  1. Claim slip for 24 months or more

RAMQ pays for the services it covers; the CDCP does not provide coverage, reimbursement or coordination of benefits for those services.

  2. Private dental insurance (work, pension, family or purchased insurance)

You are not eligible for the CDCP.

  3. Neither a claim slip nor private insurance

The CDCP may apply if you meet the 4 eligibility requirements; we accept the CDCP and bill the plan.

  4. You live in Ontario

We accept ODSP patients and the CDCP; see also the ODSP, Ontario Works and Seniors Dental Care Program sections.

THE PROGRAMS

The programs, one by one

RAMQ covers certain denture services rendered by dentists and denturists participating in the public plan (as of 2026-10-01).

  • Who qualifies: recipients of a financial assistance program with a claim slip (carnet de réclamation) for 24 or more consecutive months. From then on, services related to acrylic dental prostheses are added.
  • Authorization: obtain a written authorization from your local employment centre and present it, with your valid Health Insurance Card and valid claim slip, to a participating dentist or denturist.
  • Form: according to Québec.ca, before going to the dentist or denturist you will need a form completed by an officer at a Services Québec office or the Centre de communication avec la clientèle (CCC).
  • What is covered: manufacture of a complete or partial acrylic prosthesis, repair of prostheses, addition of a structure to an existing partial prosthesis, and replacement of prostheses following oral surgery.
  • How often: replacement after 8 years; re-coating (relining) every 5 years, but after a minimum of 3 months after obtaining the prosthesis.
  • Lost or damaged prosthesis: replacement of a lost or damaged prosthesis (non-repairable) is covered at 50%. Before the end of the 8-year period, you may be eligible for financial assistance: consult your local employment centre to obtain the prior authorization needed.
  • What you pay: RAMQ pays eligible expenses directly to the dentist or denturist.
  • Before your eligibility date: during the waiting period you are not eligible for covered services; services received before your eligibility date are at your expense.

The CDCP is the federal program: it may cover part of the cost of dentures if you meet its 4 eligibility requirements (as of 2026-10-01).

  • At the clinic: we accept the Canadian Dental Care Plan (CDCP) and bill the plan.
  • Who qualifies (4 requirements): an adjusted family net income below $90,000; a tax return filed in Canada; Canadian residency for tax purposes (you and your spouse or common-law partner, if you have one); no access to private dental insurance.
  • Private insurance: access counts even if you have never used it, decided not to enrol in it or have to pay a premium for it. This includes your work or pension plan (or a family member’s), a professional or student organization, insurance purchased by you or a family member, and a health spending account which covers dental costs.
  • Every year: you confirm that you have no access to private dental insurance. The only exception: you may be eligible if you are retired and opted out of your dental insurance or coverage through your pension plan before December 11, 2023, and cannot opt back in.
  • Other social program: if you have dental coverage through a provincial, territorial or federal government social program, you could still qualify for the CDCP; the plans may then coordinate your coverage to make sure there is no duplication.
  • What is covered: complete dentures (standard and temporary), denture repairs, relines and rebases, and partial dentures (require preauthorization).
  • How often, complete dentures: a standard complete denture once in any 96 months (8 years) per arch.
  • How often, relines and repairs: reline or rebase, 1 per arch in any 24 months (2 years); repairs and additions, 1 per arch in any 12 months.
  • How often, partial dentures: removable partial acrylic denture, once in any 60 months (5 years) per arch; removable partial cast denture, once in any 96 months (8 years) per arch.
  • Care included: the CDCP fee for complete and partial dentures includes a 3-month period of post-insertion care.
  • Preauthorization, partial dentures: required for initial placements of removable partial dentures; not required for a replacement when the initial placement was paid for by the CDCP and the existing partial denture meets the frequency limit.
  • Preauthorization, steps: your provider recommends services and the CDCP confirms whether they will be covered. This happens before the services, and not all requests will be approved.
  • What you pay, adjusted family net income lower than $70,000: the CDCP covers 100% of its established fees; you pay 0%.
  • What you pay, $70,000 to $79,999: the CDCP covers 60% of its established fees; you pay 40%.
  • What you pay, $80,000 to $89,999: the CDCP covers 40% of its established fees; you pay 60%.
  • Fees: the CDCP fees may not be the same as what the provider charges, and you may have to pay fees in addition to the co-payment. Always ask your provider which costs will not be covered before you start.
  • Billing: denturists are among the eligible providers. You should not be asked to pay the full cost upfront, only the amount not covered by the plan.
  • Estimate to Sun Life: before your appointment, your provider can submit an estimate to Sun Life to confirm that your coverage is active, which services are covered and how much will be covered.
  • With RAMQ: services covered by RAMQ are not reimbursed by the CDCP. For a service not covered by RAMQ but covered by the CDCP, a claim can be submitted to Sun Life if you are eligible for the CDCP on the date of service. You pay directly to the provider the co-payment and any amounts not covered.
  • Applying: applications for the 2026-2027 benefit period are open. There is no fee to apply or renew your coverage.
  • Online or by phone: sign in or create your My Service Canada Account (MSCA), then go to the “Canadian Dental Care Plan” section, or call Service Canada at 1-833-537-4342 (TTY: 1-833-677-6262).
  • What to have ready: for each applicant, the Social Insurance Number (if available for children), date of birth, full name, home and mailing address, and the list of dental coverage through government social programs (if applicable). Your spouse or common-law partner must submit their own application.
  • After you apply: a letter gives your member ID, your benefit coverage start date and your co-payment level. Do not book an appointment before your start date, confirm that your coverage is active before each appointment, and renew your coverage every year.

The Ontario Disability Support Program (ODSP) provides dental benefits to its recipients (as of 2026-10-01).

  • At the clinic: we accept ODSP patients.
  • Who qualifies: ODSP recipients and their spouse 18 years of age or older, provided income support is being paid on their behalf.
  • Dependent adults and children: dependent adults may receive dental services as a discretionary benefit through Ontario Works (emergency dental care or dentures). Children 17 or younger are eligible through Healthy Smiles Ontario.
  • What is covered: basic dental services and, if your disability, prescribed medications or prescribed treatment affects your oral health, additional services.
  • Services, fees and limits: they are outlined in the Ministry’s (MCCSS) dental schedule, which clients can request.
  • Preauthorization: for additional services (Dental Special Care Plan), the dentist or dental hygienist submits a pre-determination to Accerta, which administers the ODSP dental benefit. Approved treatment plans are valid for five years as long as you remain eligible.
  • How to access your benefits: show your Ontario health card or other government identification (for example your statement of assistance or driver’s licence) to the dental office before treatment.
  • How providers bill: the dental provider verifies your eligibility in the AccertaWorX Dental Portal, an online tool.
  • With the CDCP: if you are eligible for both, the CDCP is the primary payer and ODSP the secondary payer, where coordination is possible.
  • With private insurance: your dentist or dental hygienist may contact Accerta for more information about the coordination of dental benefits.
  • More information: contact your local ODSP office or ServiceOntario, toll-free: 1-888-789-4199.

Ontario Works can approve dental care, as a discretionary benefit, for adult members of a benefit unit (as of 2026-10-01).

  • Who qualifies: adult members of the Ontario Works benefit unit, as decided by the Administrator.
  • What can be approved: emergency dental care, and dental care which supports the person’s employability or participation requirements (for example orthodontic and denture services). Services provided for cosmetic reasons are not included.
  • Estimate before services: where the designated delivery partner does not have an arrangement with the Ontario Dental Association, you obtain an estimate of the cost and have it approved by the Administrator before the services.
  • Where to go: Ontario Works is administered by municipalities and First Nations communities. The Ontario social assistance office locator gives the contact details of your local office.
  • With the CDCP: the CDCP is the primary payer; to find out how the two coordinate, the provider contacts your local Ontario Works office.

The OSDCP provides free, routine dental services for low-income seniors 65 or older; dentures are partially covered (as of 2026-10-01).

  • Who qualifies: age 65 or older, resident of Ontario, with an annual net income of $25,480 or less for a single senior or a combined annual net income of $42,290 or less for a couple.
  • Other benefits: you have no other form of dental benefits, apart from the CDCP (private insurance or coverage under another program such as Ontario Works, Ontario Disability Support Program or Non-Insured Health Benefits).
  • Dentures: dental prosthetics (prosthodontic services), including dentures, will be partially covered. Please speak to your local public health unit for more information.
  • Limits: certain dental procedures have limits; your OSDCP dental provider can provide more information based on your situation.
  • Where services are provided: through public health units, partner community health centres and partner Aboriginal health access centres.
  • Applying and coverage period: apply online or by mail; your coverage lasts up to one year and ends on July 31 every year.
  • With the CDCP: there is no coordination of benefits; it is your choice whether to access benefits through the OSDCP or the CDCP.

Services related to acrylic dental prostheses are added from 24 or more consecutive months as a recipient of a financial assistance program with a claim slip. You must obtain a written authorization from your local employment centre and present it to a participating dentist or denturist. RAMQ covers the manufacture of a complete or partial acrylic prosthesis and its replacement after 8 years, re-coating (relining) every 5 years (at least 3 months after obtaining the prosthesis) and repair of prostheses.

We accept the Canadian Dental Care Plan (CDCP) and bill the plan. You must meet all 4 requirements: an adjusted family net income below $90,000; a tax return filed in Canada (you and your spouse or common-law partner, if applicable); Canadian residency for tax purposes; and no access to private dental insurance or coverage. You are not eligible if you have access to it, even if you have never used it (as of 2026-10-01).

The CDCP covers 100% of its established fees if your adjusted family net income is lower than $70,000, 60% between $70,000 and $79,999, and 40% between $80,000 and $89,999. These percentages apply to the CDCP established fees, which may differ from what the provider charges: you may have to pay the difference. A standard complete denture is covered once in any 96 months (8 years) per arch. Always ask your provider which costs will not be covered before you start.

Services covered by RAMQ are not reimbursed by the CDCP. For a service not covered by RAMQ and covered by the CDCP, a claim can be submitted to Sun Life if you are eligible for the CDCP on the date of service. You pay directly to the provider the co-payment and any amounts not covered. If you have access to private dental insurance, you are not eligible for the CDCP.

We accept ODSP patients. ODSP recipients and their spouse 18 years of age or older are eligible, provided income support is being paid on their behalf. Show your Ontario health card or other government identification to the dental office before treatment. The services, fees and limits are outlined in the Ministry’s dental schedule, which clients can request (as of 2026-10-01).

We are open Monday to Thursday from 9 a.m. to 4:30 p.m. and Friday from 9 a.m. to noon. We are closed on Saturday and Sunday. To hold a spot, call us at (450) 265-3332.
